Bringing Luxury Apartments and Nature Together for the First Time in Orange County: Introducing the Hills Club and Resort
The Hills Preserve Specific Plan, currently under review by the City of Anaheim, promises to introduce a unique rental community – the Hills Club and Resort in Anaheim Hills. This special community blends luxury with nature in a way that is unprecedented in Orange County.
Proposed by the SALT Development team, whose founders have deep roots in Orange County, this project aims to seamlessly integrate modern luxury living with the surrounding natural beauty of Anaheim Hills, offering residents a harmonious lifestyle.
The Hills Preserve Specific Plan includes 76 acres of vacant land located off East Santa Ana Canyon Road and proposes three development sites:
- The Hills Club and Resort, a luxury apartment complex
- Preserve Estates, six residential estate sites
- Preserve Plaza, a retail & commercial offering.
The SALT team painstakingly planned all the sites to minimize any impact on existing hilltop vistas and natural habitats, resulting in 60% of the developer’s land being set aside as open space to expand the trails and recreation experience of the adjacent Deer Canyon Park Preserve, which is owned and maintained by the City of Anaheim.

The Hills Club and Resort will serve as a true luxury destination in Southern California, combining high-end luxury apartments with resort-style amenities. These amenities feature over an acre of rooftop resort space, including an impressive pool, spas, a cold plunge, a clubhouse, and a fitness center designed to rival the very best hotels.
The 300-foot-wide, mid-century lobby will cater to residents’ busy live/work lifestyles, offering co-working spaces and meeting areas. Additional facilities include a pet spa, bike shop, car wash, and even a four-lane bowling alley.

Hills Club and Resort includes 498 apartment units strategically placed at the lowest part of the canyon to preserve existing hilltops. More than 43 acres of the Hills Preserve site will remain as natural open space for the enjoyment of residents and the public. Remarkably, the project will also result in the city opening Deer Canyon Park Preserve to all Anaheim residents for the first time since the park’s creation in 2002—a city park that most residents of Anaheim do not even know exists.
“Deer Canyon Park has only been accessible to the residents living in the very immediate area around the park ,” said Brian Hobbs, President of SALT Development. “As part of our proposed development agreement with the City of Anaheim, we plan to build a new road and equestrian trail, making Deer Canyon Park Preserve accessible to all Anaheim residents, including those with disabilities.”
Hobbs emphasized that since all Anaheim residents help pay for Deer Canyon Park Preserve maintenance and management, they should be able to access their park.
The Hills Club and Resort Apartments will create hundreds of temporary construction jobs, as well as permanent jobs across various trades and small businesses. SALT has committed to using union labor for the project, with a Project Labor Agreement already in place.
Tax revenues generated by the project will support essential first responder services, including the Anaheim Fire and Police Departments. Additionally, impact fees paid by the developer will benefit local Anaheim Unified School District facilities, supporting educational excellence. The proposed project also demonstrates SALT’s commitment to community safety.
“We know fire safety is a top priority for folks who live in Anaheim Hills, so we took a very proactive approach to mitigating fire risks, including using state-of-the-art, fire-hardened construction materials and techniques from day one,” said Hobbs.
The project will also include new fire truck access routes and fire hydrants, ensuring swift emergency response times and protecting surrounding neighborhoods from wildfire threats.
