The City of Los Angeles’ tenant anti-harassment ordinance, known as TAHO, was originally adopted more than three years ago in an effort to protect tenants from being threatened or intimidated by landlords. At that time, it was greeted as an important victory for renters, but advocates began pushing for changes as it allegedly brought in thousands of complaints but resulted in no prosecutions. Then, in 2024, the ordinance was updated by allowing tenants who prevail in court three times the amount of damages (treble damages) as the minimum award plus their attorney’s fees.
